“Key trends shaping the Home Health Industry — OASIS E-1 Implemented Jan 1 2025 and Home Health Value Based Purchasing”
Plenty of changes are coming to home health — and hopefully for the better.
The Center for Medicare Services (CMS) has issued notices that the OASIS (Outcome and Assessment Information Set) will be modified by January 1, 2025 as OASIS E-1. OASIS E-1 will take away Episode Timing M0110 and Therapy Need M2200, items which CMS no longer uses for payment nor measuring quality.
Instead, CMS will introduce a new Home Health Quality Reporting Program measure for COVID-19 vaccination as part of the CY2024 Home Health Rule. At the time of writing, said item is still unnumbered.
Eight years since its pilot implementation and a year into its nation-wide implementation, the Home Health Value-Based Purchasing (HHVBP) program is also seeing changes.
The Home Health Prospective Payment System (HHPPS) Final Rule goes into effect and establishes guidelines for the removal of quality measures under HHVBP.
Among the factors listed in the HHPPS Final Rule are ‘Performance or improvement on a measure does not result in better patient outcomes’, ‘A measure does not align with current clinical guidelines or practice’, and ‘A measure that is more proximal in time to desired patient outcomes for the particular topic is available’.
These changes are expected to help the CMS in improving the program’s evaluations and rewards of quality home healthcare.
